2nd Day Of EUCO Meeting Underway Following Non-Committal Ukraine Statement

The second day of the informal European Council leaders meeting underway in Versailles, France, after a late-night negotiating session on 10-11 March resulted in the publication of a joint statement that was full of rhetoric supportive of Ukraine but thin in terms of concrete actions to bring Kyiv closer to eventual EU membership.

  • Section on Ukrainian-EU links: 'The Council has acted swiftly and invited the Commission to submit its opinion on this application in accordance with the relevant provisions of the Treaties. Pending this and without delay, we will further strengthen our bonds and deepen our partnership to support Ukraine in pursuing its European path. '
  • A number of countries, with the Netherlands at the vanguard, warned against expecting a speedy accession of Ukraine into the EU. On leaving the meeting Dutch PM Mark Rutte stated the Commission's assessment of potential Ukrainian membership “will take time — months, maybe years, before you get to anything.”
