Bulgaria Discuss Impact of Early Ban on Russian Oil Imports

The Bulgarian government has discussed the impact and procedures for an early ban on the import of Russian crude and oil products ahead of the end of the EU exemption in Dec 2024 according to a statement on 21 Aug.

  • The Lukoil-owned 190kb/d Neftohim refinery near the port of Burgas is benefitting from cheap Urals crude transported to Bulgaria by tankers through the Black Sea.
  • The government's Security Council analysed the potential effects of an early termination and decisions will be taken at the next meeting and will be proposed to the government.
  • Lukoil has lost the concession to run the Rosenets oil terminal near Burgas. The country in February said it would start working with non-Russian oil as early as March to cut its dependence on Lukoil's refinery and import infrastructure.
  • The construction of the proposed Burgas-Alexandroupolis pipeline between the Aegean and Black Seas could secure alternative sources of crude oil supply for the refinery.
