CANADA BOC:Gov Stephen Poloz repeats to be 'cautious' in future rate 
adjustmnts and econ will likely need less stim. But 'a lot of pieces 
need to fall into place' before can be certain econ 'made it all the way 
home'. Soft infl mostly due to drag from persistnt excess capacity and 
also b/c infl reacts w/lag to excess dmd. Drag on infl 'can persist 
until all slack in the lbr mkt is absorbed'. Lbr mkt indicators show 
'fair amount of slack remains'. Must monitor lbr mkt slack measures to 
see how being absorbed. But overall underlying infl 'well within' BOC 
target range. BOC still has ability to guide infl to target over time. 
Says one-off factors account for 2/3 of 2017 infl shortfall. Speech to
