China May Reform Value-added Tax Structure: Journal

China may simplify its value-added tax system and seek further rate reductions under its 2021-2025 development plan, which includes modernizing taxation and improving government debt management, the China Securities Journal reported citing Liu Jianwen, president of the China Association For Fiscal and Tax Law. The central government may set debt limits for local governments in different regions, increase the scale of infrastructure-back special bonds and guide local authorities to focus on key areas, the newspaper said citing an unnamed regulatory source.
