China Should Open Up Capital Account: Journal

Inflows of foreign capital attracted by higher interest rates and investment opportunities were an opportunity for China to push forward the opening up of its capital account, according to a report in the China Securities Journal. The Journal quoted Sheng Songcheng, a former official with the People's Bank of China and now an advisor to the Shanghai government, who said that Shanghai should be built into a world-class financial centre for yuan-denominated assets with foreigners encouraged to participate.
