Congressional Leaders Agree To Short-Term Funding Measure To Avoid Shutdown

Senate Majority Leader Chuck Schumer (D-NY) has confirmed to MSNBC that he spoke with House Speaker Kevin McCarthy (R-CA) "a few weeks back" and agreed to a short-term Continuing Resolution to keep the government funded beyond the end of FY23 on September 30 - a move he is, "supportive of."

  • A stopgap has long appeared likely as legislating FY24 bills has been a slow and political complex process for both chambers of Congress.
  • McCarthy told House Republicans this week that he expected a CR “would be needed to finish all the work that we set out to do.”
  • Any move to legislate a stopgap is likely to face opposition from conservative House Republicans. Semafor reports Rep. Chip Roy, (R-TX) has, "been circulating a list of demands signed with 14 other Texas lawmakers... in exchange for funding the government."
  • Roy: “Under no circumstances will I support a ‘continuing resolution’ to fund the government at the bloated, corrupt 2023 levels.”
  • Note: If the government is operating under a CR on January 1, an automatic 1% spending cut will be applied across all government agencies in accordance with the Fiscal Responsibility Act.
