EMISSIONS: UK Eyes Extension of First Free ETS Allocation Period

The UK government is proposing to extend the current system of allocating free allowances under the UK ETS scheme by one year to align it with the planned introduction of the UK’s Carbon Border Adjustment Mechanism in 2027, the government said, cited by Reuters. 

  • The initial free allocation period was planned to run during 2021-2025.
  • The proposal is currently under consultation until 11 October.
  • Under the new proposal, reporting under the current period will continue as planned from 1 April to 30 June 2025, while applications for the second free allocation period would be made in 2026.
  • Updated lists of installations for smaller emitters under the scheme would come into effect from 2026, with the application window for inclusion on these lists to open from 1 April to 30 June 2025, it added.
  • In addition, changes to current rules regarding the power generator classification will come into effect in 2026.
