Manchin Says No To Filibuster Carve-Out, Limits Options On Debt Ceiling Vote

Senator Joe Manchin (D-WV) has just finished a statement to reporters where he stated that he would not support a 'carve out' of filibuster rules that could see the blocking mechanism weakened in order to pass the debt ceiling suspension in the Senate without Republican support. With Manchin refusing to back any change to the filibuster rules this eliminates any Democrat prospects of using the 'nuclear option' to pass debt ceiling vote w/o Republican support. Pushes Dems closer to using reconciliation to pass debt ceiling suspension and raises risks surrounding getting the suspension passed by 18 Oct.

  • Manchin: "I have been very very clear where i stand on the filibuster. I don't think I have to repeat that. I've been very clear. Nothing changes."
  • Manchin: "we are not going to default as a country we will not default."
  • Calls on maj ldr Chuck Schumer (D-NY) and min ldr Mitch McConnell (R-KY) to work together saying, "The only thing I can say to leader Schumer and Minority leader McConnell is to please lead, work together, this is a democracy and it only works when all sides work together...to keep the US united." .
  • On the reconciliation package Manchin reiterates his preferred number of USD1.5trn for the package compared to White House's USD3.5trn, adds "I don't believe we should turn our society into an entitlement society - there are responsibilities we can meet for taking care of those who cant care for themselves"
