  • McCarthy’s ouster raises the prospect of an extended period of paralysis in the House, increases the risk of a government shutdown on November 17, and has negative implications for the future of continued security assistance for Ukraine.
  • The most likely candidates to replace McCarthy are Majority Leader Steve Scalise (R-LA), seen as a continuity selection, and Rep Jim Jordan (R-OH) from the conservative wing. Both face a highly challenging and uncertain pathway to the requisite 218 votes.
