• While modulation helps stabilize the grid, it stresses reactor systems and wastes fuel, raising costs.
• Additionally, the report noted that modulation increased in 2024, showing a 10-12% load factor difference during peak solar hours and evenings, resulting in an average daily ramp-down of 4GW – due to the growth of renewable energy and power price volatility.
• EdF suspended nuclear reactors for modulation several times this year, primarily in summer, and warned of upcoming modulation outages in December.
