Spain’s Council of Ministers, proposed by MITECO, approved a Royal Decree regulating offshore renewable production, to ensure projects are built in “high potential zones,” it said.

  • It covers offshore wind and other marine renewables through competitive bidding.
  • Competitive tenders will be guided by ministerial orders detailing location, power quotas, and non-economic criteria.
  • Some innovative projects under 50 MW (wind) or 20MW (other) and those in state ports can bypass the bidding process but must meet certain conditions.
