UK: Reports from Times journalist that the EU could make significant concession
on Brexit in allowing a double majority in the Northern Ireland assembly to
unilaterally revoke the withdrawal treaty, as long as both communities consent.
- 2025 is date mooted as first potential opportunity for NI to revoke.
- Double-majority lock would mean unionist DUP would not be able to veto an
extension to withdrawal agreement. 
- In exchange, EU wants a customs border in the Irish sea, rather than a
regulatory border. This would be in essence a NI-only backstop, but with a time
limit, which previously had been strenuously rejected by Dublin and Brussels.
