ROMANIA: Government collapses following successful vote of no confidence in
administration of PM Viorica Dancila.
- Dancila's Social Democratic Party (PSD) gov't lost majority after liberal ALDE
withdrew in August. Dancila suffered from connections to former PSD leader Liviu
Dragnea, now in prison for corruption. 
- With gov't ousted, President Iohannis must nominate new PM. Multi-party
coalition would be required to form a majority gov't, meaning snap election is
strong possibility. 
- Main opposition centre-right National Liberal Party ahead of the PSD in
opinion polls, with anti-corruption liberals Save Romania Union also polling
well. 
- Fall of gov't likely to mean delay to appointment and confirmation of
Romania's commissioner in incoming von der Leyen EU Commission.
