Sullivan: We Are Aware Of Reports Putin May Be Preparing Mobilisation

White House National Security Advisor Jake Sullivan has told reporters at the White House that the White House is aware that Russian President Vladimir Putin may be "on the brink of performing two actions."

• First: "To enact mobilisation measures" in response to a Ukrainian counteroffensive which liberated territories in the northeast of the country. A mobilisation may come when Putin delivers an address to the nation, scheduled to take place at the top of the hour.
  • Sullivan: "Mobilisation reflects Russia's struggles in Ukraine."
• Second: To annex territory through "sham referenda."
  • Sullivan: "Russia will use these referenda as a basis to annex territory, either now or in the future."
• Sullivan: "We will reject Russia's annexations unequivocally." "The US will never recognise Russia's claims to any annexed part of Ukraine."
• Ahead of President Biden's speech at the UNGA tomorrow Sullivan said, "Biden will describe his vision for American foreign policy and principled leadership in the world. he will offer a firm rebuke of Russia's unjust war in Ukraine and make a call to the world to continue to stand [against Russia]."
