Talk Of Possible Charges Against Glapinski Grows Louder, Governor To Hold Presser Later Today

Rumours that the incoming coalition government considers bringing a case against NBP Governor Adam Glapinski to the Tribunal of State has gained some broader traction, with multiple outlets discussing the probability and implications of such a scenario. Members of the incoming coalition have fuelled this speculation, with the Left's Anna Maria Zukowska noting that the NBP Governor could be charged by the end of this year. Separately, PL2050's Michal Kobosko refused to rule out taking action against Glapinski.

  • Business Insider ran a report outlining the relevant procedures, which notes that launching a case against Glapinski would require the signatures of 1/4 (115) lawmakers and a vote of a simple majority (231) in the lower house. They note that passing the motion would result in Glapinski's suspension as NBP Governor.
  • Should Glapinski be suspended, First Deputy Governor Marta Kighley would take the help of the central bank. Business Insider describes her as Glapinski's close confidante, who is already effectively managing the central bank at the operational level. She would also assume Glapinski's seat on the MPC.
  • The Tribunal of State is a special judicial body which can hold most senior public officials accountable for breaching the constitution or legislation regulating their duties. It is composed of the President (Chief Justice), two deputies and 16 members elected by the Sejm from qualified candidates.
  • Business Insider speculates that the NBP Governor would likely brand such a move as an attack on central bank independence and might seek support from the ECB and EU institutions, which could raise political barriers to taking action against him.
  • Furthermore, there are few precedents that could help predict the outcome of the proceedings. The Tribunal has only sentenced two people so far, the case against them was brought in 1989 and the verdict was announced eight years later.
  • Note that Governor Adam Glapinski will hold an unexpected press conference at 14:00GMT/15:00CET. His press office did not provide any reason for calling the conference. The official already held a media briefing yesterday to discuss the latest rate decision.
