CHINA PRESS: The Chinese government's involvement helped the decision by the
U.S. Department of Commerce to lift a ban on ZTE, Xinhua News Agency said. 
- The government stepped in to help save thousands of jobs in ZTE and Chinese
companies that do business with it, but the government will not help Chinese
companies every time when they are in difficulties, Xinhua said.
- Chinese companies need to obey local laws and regulations when investing
abroad, Xinhua said.
- ZTE is required to change its management structure and accept supervision from
the U.S. under the agreement with the U.S. government, Xinhua said.
