UKRAINE: BBG-Prospect Of Russian Involvement In Talks Raised In Swiss Summit Doc

Bloomberg reporting that according to a draft document, the upcoming 15-16 June Ukraine peace summit in Switzerland "will aim to carve a path to involving Russian officials in future talks". The document, which is likely to be altered during the course of talks, at present states that “We, therefore, agreed to undertake concrete steps which can serve as confidence building measures in the above-mentioned areas with further engagement of the representatives of the Russian Federation,” 

  • The aims of the summit have been significantly watered-down from Ukrainian President Volodymyr Zelenskyy's initial 10-point plan. The demands, including a full withdrawal of Russian troops from Ukraine, were seen as potentially too ambitious for some emerging market nations that retain close links to Moscow, risking their non-participation. 
  • One notable non-attendee (at present) is China. Zelenskyy riled Beijing with accusations that it had worked to undermine the summit, something refuted by the Chinese gov't, which referred to its stance as 'fair and just'. The participation of other BRICS nations is also unclear at present, although 100 nations and 75 heads of state/gov't are expected. 
  • Bloomberg reports the three main aims of the draft doc as: Nuclear power facilities must be safe and any threat of using nuclear weapons is “inadmissible"; food security must not be “weaponized” — and be guaranteed by free navigation in the Black Sea and Sea of Azov; all captives must be released, including all “deported and unlawfully displaced” Ukrainian children and civilians.
