US: Biden Admin May Restrict Sales Of Advanced US Chips To Certain Countries

The Biden administration is considering capping sales to certain countries of advanced AI chips produced by American companies like Nvidia, according to a Bloomberg report that notes deliberations are “in an early stage”. Such a move would represent an expansion of the Biden administration’s export controls on China
- Bloomberg: “The new approach would set a ceiling on export licenses for certain countries in the interest of national security... Officials are focused on Persian Gulf countries that have a growing appetite for AI data centers...”
- The report notes: “…some US officials have come to view semiconductor export licenses, particularly for Nvidia chips, as a point of leverage to achieve broader diplomatic goals. That could include asking key companies to reduce ties with China to gain access to US technology — but the concerns extend beyond Beijing.”
- Separately, the Biden administration announced plans to provide USD$750 million to Wolfspeed to support the development of a new silicon carbide factory in North Carolina that makes the wafers used in advanced computer chips.
- Commerce Secretary Gina Raimondo said in a statement: “[The] administration is taking a meaningful step towards reigniting U.S. manufacturing of the chips that underpin these important technologies.”
- AP notes: “The new Wolfspeed facility in Siler City could be a critical symbol in this year’s election, as it opened earlier this year in a swing state county that is undergoing rapid economic expansion in large part due to incentives provided by the Biden-Harris administration.”
