LNG: EU Nations Set LNG Transhipment Rules but Near Term Supply Impact Unlikely

New EU LNG rules to block Russian transhipments are unlikely to impact near-term prices or supply, according to Montel.
- Spain, France and Belgium have begun deploying new regulations ahead of an EU transhipment ban next year.
- “This could complicate logistics and create headaches for some companies importing Russian LNG,” said Jacopo Casadei at Energy Aspects, but EU supply is unlikely to be diverted away.
- New Spanish TSO Enagas rules ensure traders re-exporting LNG to a non-EU country are required to have unloaded an equivalent non-Russian cargo in the preceding 15 days and must have contracted storage capacity for the same period.
- Measures in France included the introduction of mandatory reporting to track Russian LNG deliveries.
- New Belgian measures are still “under discussion” between authorities, customs, ports and Fluxys.
