US NATGAS: DC Circuit Denies Rehearing for Transco REA Expansion

A federal appeals court Jan. 21 denied Williams’ request for a rehearing of its decision to quash the approval of the Regional Energy Access (REA) expansion project, with the original ruling to take effect next week, Natural Gas Intelligence reported.

  • The US Court of Appeals for the District of Columbia (DC) Circuit rejected both panel and en banc rehearing requests for its July ruling that vacated the FERC’s 2023 certificate for REA.
  • The 829,400 Dth/d REA expansion of the Transcontinental Gas Pipeline (Transco) has been fully operating since July, but the shutdown would take effect Jan. 28, blocking use of the expansion.
  • Transco previously warned that customers face ‘devastating consequences’ this winter unless a temporary permission is granted to continue operating the expansion.
  • The states likely to face the most severe repercussions are New Jersey, New York, Pennsylvania, Maryland and Delaware.
