EU: European Council President Charles Michel and Commission President Ursula
von der Leyen set to report to the plenary session of the European Parliament
(EP) on the videoconference of member state leaders held on April 23.
- Session starts at 1600CET (1500BST, 1000ET) with both functionaries due to
speak about the measures member states and the EU institutions will take to
combat COVID-19 and support the EU economy. 
- The subsequent debate on Hungary's controversial Emergency Legislation - seen
by critics as an attempt to circumvent the rule of law by allowing PM Viktor
Orban to rule by decree - has been moved to Thursday. 
- In a letter to Orban, EP President David Sassoli stated that while Orban
himself would be welcome to address the plenary, his gov'ts plan to send Justice
Minister Judit Varga in his stead would not be welcomed. 
- In previous debate surrounding the rule of law in EU member states, the EP has
required the presence of the head of state to defend their actions rather than a
minister.
