FED: On the FOMC members speaking today and their views on negative rates (in
the last few days since FF futs began increasingly dipping into negative implied
rate territory, Bullard, Barkin, Bostic and Evans have come out against):
- Kashkari: Has previously described Fed going negative as unlikely and
undesirable, but said in March "none of us want to say no, never".
- Kaplan: Said in Feb he is skeptical -ve rates "are a viable option".
- Mester: Said in Feb she is skeptical -ve rate benefits "outweigh the costs".
- Harker: Said last week doesn't believe going -ve now would help combat
COVID-19 effects; "high bar" to using -ve rates in future
- Quarles: Nothing specifically on negative rates (his remit is banking
supervision)... could come up during his Senate testimony Q&A today though.
