US President Joe Biden is in Berlin for what is set to be his last visit to the German capital in office. Received by President Frank-Walter Steinmeier, Biden will hold four-way talks with Chancellor Olaf Scholz, French President Emmanuel Macron and British PM Sir Keir Starmer. The talks are set to start at around 1415CET (0815ET, 1315BST). Before this, Biden and Scholz will hold a bilateral meeting to discuss security, trade, and economic issues. 

  • Politico: "The Quad [US, UK, Germany, France, not the Indo-Pacific Quad] leaders are now expected to ramp up efforts to broker a cease-fire in the Israel-Hamas conflict, with the Biden administration hoping Sinwar’s death will open up space for a deal.  Biden said “there is now the opportunity for a ‘day after’ in Gaza without Hamas in power.”
  • The war in Ukraine will also be discussed, with President Volodymyr Zelenskyy's 'victory plan' top of mind. The call for an 'immediate' NATO invitation for Ukraine, a non-nuclear deterrent to dissuade Russian attacks, and the scrapping of restrictions on the use of Western weapons against Ukraine (implicitly referring to Franco-British Storm Shadow missiles) are each controversial topics for the West and there is no guarantee that any, let alone all, meet with approval from the four leaders.
  • It is notable that Biden's trip has been met with relatively little coverage in the US. Domestic focus is almost entirely centred on the presidential election, meaning Biden's last foreign policy efforts receive minor attention.
