Putin Faces Prospect of Kherson Military Defeat, Sakhalin-1 Plant Ramps Up Flows

  • The Times report that President Putin is facing another humiliating defeat as Russian forces abandon their positions in the southern city of Kherson, according to western officials. Russian commanders have fled the city leaving “demoralised and leaderless” conscripts to face a Ukrainian advance. Analysts predict a Ukrainian victory by the end of the year. Officials said it would be “impossible” for Putin to maintain a military presence on the other side of the river if Kherson fell.
  • Elsewhere, oil exports from Sakhalin-1 are ramping up after Russia took control of the project in the nation’s Far East from Exxon Mobil Corp, which had pledged to exit the country following the invasion of Ukraine, Bloomberg report. Two ships recently loaded Sokol for the first time in five months, while some discounted cargoes were offered to Chinese buyers, traders say.
  • The Ministry of Finance has begun preparing a list of friendly countries to discuss the revision of agreements on the avoidance of double taxation (DTAA), Deputy Finance Minister Sazanov told Vedomosti. According to him, the ministry is preparing proposals to start negotiations with Malaysia, Turkey and the United Arab Emirates.
  • The Finance Ministry is likely to report on its FX operations this afternoon while the Bank of Russia will report its weekly changes in gold and FX reserves. President Putin will hold a meeting on investment with government officials.
