FED: St. Louis Fed President James Bullard speaking to Yahoo News again
dismisses notion that the Fed will take benchmark interest rates into negative
territory. Says short-term funding markets would make negative rates
"problematic" in the US. 
- Bullard says Fed could do more to support credit markets with remainder of
$454B from Congress. Emergency facilities "have been pretty successful in
maintaining liquidity."
- Says he expects unemployment numbers to continue to get worse.
