UK: The Scottish gov't has released a publication recommending the use of face
coverings in shops and on public transport, but does not make their use
mandatory. 
- The publication seems to pre-empt the potential announcement of similar
recommendations by the Westminster gov't later on this week.
- This is the latest in a series of events where the Scottish gov't has
seemingly announced the policies of the Westminster gov't in advance. 
- Unlikely to improve already-strained relations between UK PM Boris Johnson and
Scottish First Minister Nicola Sturgeon.
