- 4Q capacity utilization decline was the fifth decrease in six 
quarters. 
- Mining and quarrying (-3.2%), and manufacturing (-0.6%) were the main 
sources of decline.
- YoY: manufacturing -1.4% to 77.7%; the lowest rate since 4Q 2010. 
- The decline in mining and quarrying was mainly on rail transportation 
disruptions and low global demand. 
- Oil and gas extraction +1.1% to 81.5% due to higher output. 
- Capacity utilization in forestry and logging -8.5% to 66.1%; the 
lowest since 3Q 2009.
- Construction capacity rate -0.4% to 90.8%; on reduced engineering and 
construction activity, following 3Q highest level in two decades.   
- YoY capacity utilization -0.7%.
