- "Talked to China academics on Hong Kong bill impact on Trade deal. View is: 
- 1) China won't want to link two, believes neither does US side
- 2) Bet is Trump won't use as bargaining chip (I'm told Trump unconcerned with
"ideology", i.e. human rights, rather wants deal for campaign. In past, said
Hong Kong is Beijing affair.)
- 3) no consensus if Trump will veto. BUT even if bill passes, pain more for
Hong Kong (loses trading privileges, local officials sanctioned, US firms
suffer). For China, becomes another sore point with US but more symbolic than
practical meaning. @marcorubio @SenatorRisch"
