US TSYS/RESEARCH: And JPM's Edgerton said "using data from congress.gov on all
(tax) legislation since 1973, we find that the vast majority of bills that
passed both houses and made it to conference eventually did become law. And the
vast majority of those that did not were due to vetoes by the president. Of the
tax-related bills that made it through conference to the president, the median
time between passing both houses and reaching the president's desk was 48
calendar days, though 24% made it in 13 days or fewer. Thus history would
suggest that the tax bill is quite likely to become law, while getting a bill to
the president's desk next week looks ambitious but possible."
- Edgerton added "from 1973 to 2016, the data show that 12,815 bills passed both
houses of Congress, but in the vast majority of cases the two houses passed
identical bills (perhaps by one adopting the other's bill), so no conference
committee was needed. Of the 1,463 cases (or 11%) that saw some action by a
conference committee, 1,379 (94%) eventually made it to the president's desk,
where 123 bills were vetoed and 1,273 became law (vetoes can be overridden)."
