CANADA: BOC Sr Depty Gov Carolyn Wilkins repeats Weds stmt that 
data reaffirm view that higher rates will be required and BOC will 
continue gradual, data dependent approach. But said BOC discussed 
whether gradual approach remains 'appropriate' given that econ at 
potentl for past yr. Also said that in trade-off re trade risks, BOC 
won't lose sight of infl mission. Trade-related risks to growth not just 
on downside as protectionist measures can weigh on grwth and incomes but 
also create risks to the upside for infl. Financl vulnerabilities 
beginning to ease. Econ adjustng well, can adapt to higher int rates. 
Trade environment front and center in BOC discussions. May be more room 
to grow w/o causing infl than built in cast. Repeats factors pushing 
inflation to 3% appear temporary and closely monitorng NAFTA 
negotiations,trade developmnts. Wage gwth not as quick as shld be at 
this stage of cycle. Hsg prices and sales seem to be stabilizing.
