Chamber Of Deputies Speaker Anticipates Tweaks To Rules Of Procedure To Prevent Filibuster

Chamber of Deputies Speaker Marketa Pekarova Adamova told Seznam Zpravy that senior officials of the lower house have figured out how to tweak the rules of procedure to prevent filibuster, while accusing the opposition of obstructing parliamentary proceedings in the past one and a half year.

  • "Weakness in the rules of procedure have never been abused as much as they are now," Pekarova Adamova said adding that the opposition exploits loopholes in the existing rules of procedure to delay debates on selected items on parliamentary agenda.
  • "We have already reached an agreement within the coalition [re: changing the rules of procedure] and now we are trying to find an agreement with the opposition clubs as well,, which is not going very well so far."
  • The expected changes include "the length of speaking time with a priority right, but also the length of speaking time in the case of proposals to change the agenda," which is currently unlimited when the meeting starts.
