CHINA: China and the U.S. reached a consensus on "certain issues regarding
trade," the official Xinhua News Agency reported Friday. 
- Xinhua's statement came on 2nd day of talks in Beijing between top U.S
officials including Treasury Secretary Steven Mnuchin, USTR Robert Lightizer and
a Chinese team led by Vice Premier Liu He. 
- Talks were "candid, efficient and highly constructive": Xinhua
- Agreed to continue dialogues to tackle trade problems though views on some
issues are "relatively divergent" 
- China lodged a "solemn representation" against the U.S. decision to bar
companies from selling high-tech components to ZTE, a message that the U.S.
agreed to deliver to U.S. President Donald Trump: Xinhua
