China should allow more Private Capital in SOEs: Journal

China should restructure its state-owned enterprises by giving private capital a bigger share, according to an editorial in the China Securities Journal. The government can allow non-state capital to take up at least a third of the shares of SOEs and let the board run the company in accordance with market principles, the Journal said. Introducing active strategic investors can also effectively change and improve the management of SOEs, the editorial said.
