CHINA: China will control railway construction at a proper pace and scale to
curb the growth of local government debt, the National Development and Reform
Commission said in a statement Friday on its website. The NDRC said it would
evaluate the debt risks railway building could bring to local governments, and
help local governments carry out public-private partnerships in a legal way when
building rail projects. It will also strictly prohibit debt-raising through PPP
projects, the NDRC noted. By 2020, the total length of railways in the country
will reach 150,000 kilometers, including 30,000 kilometers of high-speed rail,
the NDRC said.
