Duma Faction Leaders To Discuss Resolution On Recognising ORDLO On Monday

The Council of the Russian State Duma will consider a resolution on the formal recognition of two separatist self-proclaimed Donbas republics on Monday (February 14), according to a Telegram post by Duma Chairman Vyacheslav Volodin.

  • The proposed appeal to Russian President Vladimir Putin to formally recognise the sovereignty of the Donetsk and Luhansk People's Republics was submitted to parliament in January by lawmakers from the Communist Party caucus.
  • The Council of the Duma is the main agenda-setting body of the lower house and consists of the Chairman, Deputy Chairmen and parliamentary group leaders. They were supposed to discuss the proposal in January, but the consultations were postponed.
  • Volodin noted that there are two options on how to proceed with the document. The Council of the Duma could either consider the draft appeal to the President right away or send it to the Foreign Ministry asking for feedback.
  • A formal recognition of the Donbas "republics," collectively known as ORDLO, would further escalate the Russo-Ukrainian tension, with Kyiv pushing back against any attempts to legitimate the separatists. It would also open the door to a Russian military intervention in the self-proclaimed republics upon the request of their leaders.
