FED: FOMC communications blackout period is over. Minn Fed Pres. Kashkari on
CNBC opining on COVID-19 outlook, and what tools are left in the toolbox:
- In better case scenario for coronavirus: a few weeks/a month of people staying
at home, maybe will get better in summer.
- Says Fed still has powerful tools ... Will see what's necessary. Couldn't tell
you what's happening in the future.
- As Chair Powell said, "not much interest" in going below zero on Funds rate.
- Hypothetically if 10-Yr Tsy were at zero, might we want to have a positively
sloping yield curve, might want to go negative.
- Seeing strains in the commercial paper market, watching closely. Can't comment
beyond that. Should be looking at a range of markets.
- Shouldn't be looking at bailing out airlines etc: not our job, up to Congress.
