RUSSIA: Foreign Minister Sergey Lavrov speaking to the media, has said that he
is not optimistic towards the prospect of an extension of the New START arms
reduction treaty, which expires in February 2021.
- Also states that in his view the risks of nuclear confrontation have risen
significantly in recent times. 
- Says that Russia is ready and willing to discuss control protocols regarding
new arms systems with the US.
- Getting bilateral meetings with US difficult for Russia, with Trump
administration seeking trilateral talks with a reluctant China instead.
