FRANCE: Joint Committee Reaches Agreement On Budget, No Guarantee Of Passage

The Joint Committee (CMP) formed by 14 lawmakers from the National Assembly and Senate has agreed on the text of a budget to be presented to both chambers on Monday 3 February. Le Monde reports "The version released by the CMP is very close to the arbitrations of the two leaders of the government coalition for these discussions,[...] with few concessions having been extracted by the Socialist Party (PS). It should, as expected, make it possible to contain the budget deficit at 5.4%, according to Renaissance."

  • On 30 Jan, PS leader in parliament Boris Valladud said on the talks that the PS had gained concessions on the "delisting of medicines and consultations, taxes on energy", adding "Would we have wanted more? Of course. But those who bet on having less or having everything always take the risk of having less,"
  • The National Assembly is set to take up the CMP's version of the budget at 1600CET (1000ET, 1500GMT) on Monday 3 Feb. Prior to this, it will go to the Senate where a majority in favour is effectively ensured given the dominance of the centre-right in the chamber.
  • The far-right Rassemblement National (National Rally, RN) have already threatened a censure vote against the gov't of PM Francois Bayrou regarding the regulation of electricity prices. If the PS does not back the budget and it is forced through using Art 49.3, there is a strong likelihood of the gov't being removed in a censure vote.
