July 2023 FedSpeak: Bullard Exits, Kugler To Enter As “Neutral” (2/2)

Some personnel changes to note from the inter-meeting period:

  • St Louis Fed President Bullard’s unexpected departure effective immediately before the pre-FOMC blackout period (he left to take an academic position) removes one of the more hawkish elements on the Committee, in addition to the long-standing vacancy at the Kansas City Fed.
  • He was not due to vote until 2025, but had more influence than most regional presidents as the longest-serving policymaker (he’d been on the FOMC since 2008).
  • Lisa Cook, Philip Jefferson, and Adriana Kugler have seen their respective nominations approved by the Senate banking panel to advance to a full Senate vote. Two of those three are already on the FOMC and "known quantities": Cook's term expires in 2024 but she's been nominated for a 14-year extension; Jefferson is set to take Brainard's Vice Chair spot.
  • But Kugler (a labor economist, and US representative to the World Bank) will be a new FOMC voter. She Kugler will probably enter our Hawk-Dove matrix as a "neutral" dot upon her confirmation, with the Board already fairly well-balanced between the more hawkish leaning (Waller, Bowman) and those who lean dovish (Williams, Jefferson).
