FED: Kashkari in webinar Tuesday says his FOMC peers have been clear that
negative rates are very unlikely. 
*Kashkari said the Fed would use other more powerful tools first. Said negative
rates seem very unlikely, but it's a situation where you can never say never. 
*US recovery has shifted to a slow one that will need more government support
for unemployed.
*"It looks like this is going to be a long process" on the health side, and may
take 18m or more for a breakthrough like a vaccine.
*Paycheck protection only lasts a few months, and after that firms are
vulnerable to being unable to pay rent; that could hurt landlords and then
banks.
*"We will probably have different parts of the country opening up at different
rates" and monitoring for outbreaks, and that means "a more muted recovery."
*"Congress will need to do more, because a lot of Americans" will be unemployed
*Doesn't make fresh comment on potential for negative interest rates
