Kyiv Seeks Meeting With Russia Under OSCE Vienna Document Framework

Ukrainian Foreign Minister Dmytro Kuleba tweeted the following on Sunday: "Russia failed to respond to our request under the Vienna Document. Consequently, we take the next step. We request a meeting with Russia and all participating states within 48 hours to discuss its reinforcement & redeployment along our border & in temporarily occupied Crimea. If Russia is serious when it talks about the indivisibility of security in the OSCE space, it must fulfill its commitment to military transparency in order to de-escalate tensions and enhance security for all."

  • States participating in the Vienna Document framework can request explanations to be transmitted within 48 hours, if they are concerned about the activity of military forces of another participating state outside of their normal peacetime location.
  • Following Russia's failure to comply with its obligation to explain the activity of its troops, Ukraine has now requested a meeting with Russia to be convened within 48 hours. Both can invite any or all participating states to join the meeting, as stated in the Vienna Document.
  • The initiative adds to a flurry of attempts by Ukraine and its Western partners to engage with Russia in a bid to diffuse the crisis, even as diplomatic efforts have failed to produce any evident breakthrough so far.
