Latest on Missile Strike in Poland; Emergency NATO Meeting Today

  • Following reports yesterday that a missile had hit the Polish village of Przewodow, causing the death of two Polish citizens, Poland are likely to invoke Article 4 of NATO, convening the NATO council to discuss a vital security issue. Later today, NATO Secretary General Stoltenberg is to chair an emergency meeting in Brussels. European diplomats see the meeting starting at 0900GMT / 1000CET.
  • What is NATO Article 4? Article 4 is the mechanism through which a NATO member can convene the council for discussion over a specific security issue. Note this is quite a few steps ahead of Article 5 – the collective defence principle underpinning NATO. The alliance will conduct several investigations and extend discussions to verify exactly what happened, before laying out what countermeasures could be deployed (Poland could be granted missile defence systems, as was the case in Turkey for 2012).
  • What likely happened? US officials cited by AP officials said preliminary assessments suggested the missile was fired by Ukrainian forces at an incoming Russian one amid the crushing salvo against Ukraine’s electrical infrastructure. Similarly, Biden said his intelligence suggests the missile was unlikely to have been fired from Russia.
