LATIN AMERICA: Rolling Blackouts Commence in Ecuador Ahead of Schedule

  • Ecuador’s government had initially scheduled blackouts to be enforced overnight this week, however amid the worsening conditions due to the record drought, they were brought forward to include daytime hours.
  • Electricity was switched off in wide parts of Ecuador early Monday as officials attempt to deal with some of the harshest conditions recorded in over 60 years.
  • The blackouts are scheduled to continue through Sunday, Sept. 29. And water is now being rationed in Quito. The shutdowns mark the third period of blackouts in Ecuador since the end of last year, a crisis that is likely to become a campaign issue ahead of the presidential election in February.
  • Regarding elections, it is worth noting that President Daniel Noboa submitted a constitutional reform proposal to abolish state funding of political parties and campaigns, according to a statement. Noboa wants to abolish the funding via a reform to end the “business of political candidacies,” proposing instead to use those funds for security, health and education. (BBG)
