US: Lawmakers Make Final Bid To Include Permitting Reform In Govt Funding CR

House Speaker Mike Johnson (R-LA) may attach an energy permitting reform package to a FY2024 Continuing Resolution to punt government funding beyond the December 20 deadline.
- Reports from Capitol Hill suggest that Johnson plans to release the final text of the legislation by Sunday, with a House vote to follow early in the week.
- Members of the Senate Energy and Natural Resources and corresponding House Committee met yesterday for last-minute talks to finalise Senator Joe Manchin (D-WV) and ranking Republican Senator John Barrasso’s (R-WY) “Energy Permitting Reform Act” (S. 4753), which passed the committee earlier this year. Republican lawmakers are also angling for changes to the National Environmental Policy Act (NEPA), a more difficult lift for Democrats who are already concerned about Trump administration cuts to environmental regulation.
- Politico notes that the Manchin-Barrasso bill, "would make it easier to accelerate approvals for all kinds of energy projects, but it doesn’t include changes to NEPA. That’s a must for House Republicans."
- The meeting appears to have ended without a clear resolution. Politico reports that Democrats on the House panel objected to hardline demands of Republicans, claiming their proposal tracked too closely with the defunct House Republican energy package, HR1.
- House National Resources Committee chair, Bruce Westerman (R-AK), told reporters: “We must get this right and are still working on a handful of issues that could unlock a deal. Any American who wants to see the country prosper wants to see permitting reform get done.”
