Trading desk notes "Congressional Effect" tailwind for equities when Congress is out of session.
- US rolls out first tranche of sanctions against Russia today: BLOCKING MAJOR RUSSIAN FINANCIAL INSTITUTIONS; TARGETING ELITES AND FAMILIES CLOSE TO PUTIN; SOVEREIGN DEBT RESTRICTIONS.
