Minsk Agreements in Focus as Normandy Format Meeting Approaches

UKRAINE
  • Ahead of the next round of Normandy format talks (10 Feb), here’s a good explainer on the Minsk agreements and opposing interpretations from Russia & Ukraine – and the various consequences associated with implementing different versions.
  • Although many see the Minsk agreements as the only solution to ending the war in Eastern Ukraine, the implementation comes with its own complicated socio-political dynamics for the future governance, sovereignty and stability of the country.
  • Any potential deal will balance the need for a ceasefire with increased Russian influence over Ukrainian policy and internal social, security & legal structures, making for an inordinately difficult post-conflict reintegration process.
  • So, while an agreement on the Minsk accords in any interpretation may bring a de-escalation in tensions and a more robust ceasefire, the longer-term developmental path for Ukraine and its role in the region will be exceedingly complex and fraught with challenges.
