MNI BRIEF: EC Gets Flexible As NGEU Payment Deadline Looms
European Commission adopts a more flexible approach to payouts under the NGEU programme.
MNI (BRUSSELS) - Brussels is getting more flexible on payouts to member states under its EUR800bn NGEU pandemic recovery plan as the end-2026 deadline nears, the Commission's Annual Report on the Recovery and Resilience Facility shows.
The flexible use of targeted revisions to national recovery plans as circumstances change and the use of partial payments where some specific measures are not finalised is allowing for a sharp acceleration in disbursements.
NGEU payment requests were slow to come in from the opening year of 2021 when only one was received and were slow to get going in 2022 when they were only 13 and in 2023 when there 23 as EU states revised their recovery plans to add energy-related projects following the rise in gas prices as Russia invaded Ukraine. The report shows requests reaching 45 this year and the same number in 2025 and in 2026. (see MNI BRIEF: Gentiloni Sees RRF Payments Near 50% At End 24 )
