European Central Bank Governing Council members see reasons for cautious optimism over a recovery in the course of 2021, but an account of their January meeting indicated concern that implementation of the EU's record fiscal support package was "slow and challenging."

Agreeing that the economic outlook remained broadly in line with December's projections, and that existing monetary policy measures should be given time to work, members "widely agreed" that the ECB should stand ready to use all of its instruments to meet its inflation goal,
