Fed Chair Jerome Powell said Tuesday the recent back up in long-term Treasury rates are likely a "statement of confidence" in a stronger recovery later this year.

Still, he emphasized the last three months of jobs reports have been weak and did not amount to "substantial progress" toward the Fed's full employment goal.
