MPC's Kotecki & Tyrowicz Release Dissenting Opinions On Draft Budget 2023

Parket runs a report citing dissenting opinions on Poland's 2023 budget bill from MPC members Ludwik Kotecki and Joanna Tyrowicz.

  • The NBP last week published its official view on the draft spending plan adopted by the Cabinet. The document was adopted by a majority vote in the MPC, with dissenting opinions submitted by Kotecki and Tyrowicz left out.
  • In a social media post, Kotecki criticises colleagues from the MPC for failing to comment on "the decreasing transparency of public finances," "the effective departure from the spending stabilisation rule," "the omission of some expenditures in the state budget," "the accuracy and risks to state revenue," and the risk of missing on post-COVID-19 recovery funds from the EU.
  • "As a result, from the inflation perspective, we are looking at a strongly procyclical and proinflationary fiscal policy in 2022 and neutral (non-inflation fighting) fiscal policy in 2023," Kotecki writes citing his and Tyrowicz's view.
